What operators must now do before making anyone a VIP

Establish that spending is affordable and sustainable for that individual
Assess whether there is any evidence of gambling-related harm
Verify identity, occupation and source of funds
Appoint a senior manager personally accountable for the scheme

What changed in practice

Fast-tracking big depositors into VIP tiers is over. Cashback and gifts cannot be used to re-engage players showing signs of harm. Several operators simply closed their schemes; those that remain run them under documented controls.
